Director of Human Resources

JOB SUMMARY:

Carthage College seeks a Director of Human Resources to serve a key role in our college community by shaping, implementing, and evaluating the College's human resource functions. Reporting to the Vice President of Institutional Effectiveness, the Director is responsible for successful leadership of and initiatives in: recruitment and diversity, compensation, benefit plan design and implementation, employee relations, professional development and training, human resources systems compliance and support, performance management, and continuous improvement. In addition, the Director will oversee hiring, leave, personnel files (or records retention), employment agreements, disciplinary actions, and separation.

The successful Director of Human Resources is passionate about customer service, skilled at synthesizing complex information, and able to provide strong leadership and management skills while effectively supporting and supervising staff.

 DESCRIPTION OF ESSENTIAL DUTIES:

  1. Develop and coordinate the posting and recruitment for positions and college-wide search and hiring processes.
  2. Conduct exit interviews to identify opportunities for process improvement
  3. Assist department heads in the creation of staffing plans integrated with the budgeting process and the effective implementation of those plans through recruitment, selection, placement, professional development, and retention of talent. Work to achieve the core theme of fostering a diverse college community as established by the College.
  4. Oversee the preparation of contracts, employment agreements, and other employee appointment actions
  5. Provide leadership over employee development and training programs for administrative and staff employees and training programs of common interest to all College employees
  6. Design, implement, and oversee an effective performance management process
  7. Oversee internal controls to ensure that all human resources programs and policies are compliant with state and federal laws and regulations (e.g.. FMLA, ERISA, FLSA, HIPAA etc.). Represent College at personnel-related hearings and investigations.
  8. Supervise and monitor the required and accurate maintenance of employee personnel files and records
  9. Develop and implement a compensation, benefit, and total rewards strategy and program to attract, retain, and motivate a diverse and innovative workforce. Continue to monitor and ensure the delivery of market competitive compensation and benefits.
  10. Effectively use technology, benchmarking, vendor management, and College's ERP system (Jenzabar) to obtain, analyze, and utilize data to inform decision making. Develop and monitor various metrics and analytics used to evaluate and report on effectiveness of various HR programs and activities. 
  11. Set strategic plans for Human Resources which embrace the College's strategic plan
  12. Identify and implement human resource systems and process improvements that leverage technology, streamline procedures, and promote efficient and effective HR service delivery. Monitor processes to ensure excellent customer service.
  13. Advise the President and Executive Officers in policy, contracts, and other areas related to Human Resources
  14. Monitor and maintain vendor contracts and relationships
  15. Provide leadership and oversight for the process to receive and investigate complaints of discrimination or harassment on the basis of race, creed, religion, color, national origin, age, disability, or marital status in accordance with the College's discrimination and harassment grievance procedure. Work with Title IX officer on any sexual discrimination and/or harassment complaints as needed.
  16. Effectively manage and mentor the Human Resources team
  17. Create a safe, bias-free working environment, which engenders respect for differences
  18. Encourage strong employee relations through open communication, professional conduct, addressing and resolving employee issues, maintaining appropriate confidentiality, and implementation of industry best practices
  19. Provide guidance to departments and managers on employee relations, performance management, professional development, organizational design, and team building
  20. Be an active member of the College community, participating in and/or chairing College committees
  21. Collaborate with cross-functional teams to successfully hire and onboard large groups of student workers each fall

EDUCATION AND EXPERIENCE REQUIRED:

  • Minimum of 10+ years in Human Resources with a minimum of 5+ years in a senior-level Human Resource Management/Director position
  • Master's degree in a related field or SPHR certification preferred
  • Experience in higher education preferred
  • Broad knowledge and experience in all aspects of human resources including recruitment, employee relations, compensation and benefits, training and development, and organizational design
  • Demonstrated experience in the development and delivery of an HR strategy including project prioritization and implementation
  • Demonstrated knowledge of compliance and regulatory issues regarding employee relations, labor relations, employee data, safety, and employee benefit administration (e.g., AA, ADA, EEO, ERISA welfare and retirement plans, FLSA, FMLA, and workers' compensation). 
  • Demonstrated knowledge of emerging HR and legal trends and risk mitigation techniques, with specific emphasis on higher education
  • Proven leadership in development of an HR team and providing effective leading edge support
  • Proven ability to develop and maintain a department budget
  • Demonstrated expertise in examining operations and procedures and using key performance indicators to monitor and improve service delivery
